Hello guys i am on side mission where I have to drop flyers, but am unable to get the Skimmer to fly. I have tried everything, but it doesn't work.

hey bro, first of all you find a skimmer near water and retract the landing gear inside the Skimmer. Fly low, just above the water. Go at a medium speed to stay up. Keep the Skimmer balanced so it doesn't touch the water.
